Bulletin de Paix de l’ITDG
Le numéro 5 de l’ITDG Newsletter/Peace Bulletin est consacré
entièrement aux différents cas de conflit en Afrique de l’Est.
Il s’agit des cas de conflit autour des ressources naturelles dans la
région du fleuve Tana au Kenia, des attaques meurtrières contres
des pasteurs Turkana en Ouganda, des dynamiques conflictuelles entre les communautés
Karamoja, violation comme stratégie de guerre contre les communautés
des pasteurs, prévention et résolution des conflits. Le bulletin
annonce la prochaine course de paix pour novembre 2004. Le but de cette 2ième
édition est la promotion d’une coexistence paisible entre les communautés
pastorales et non-pastorales au Kenia et dans les pays voisins tout en acceptant
les valeurs et les ressources des autres.

In the 5th Peace Bulletin of ITDG (Intermediate Technology Development Group)
different cases of conflict management in the East African region are published.
These conflicts concern natural resource management in the region of Tana River
district, attacks against Turkana pastoralists in Uganda, Karamoja cluster conflicts,
rape of pastoralists women, government’s failure in cattle rustling conflicts.
Finally, the 2nd peace marathon is announced for November in Kenya. The objective
of the peace race is the promotion of a peaceful coexistence of conflicting
pastoral and non-pastoral communities in Kenya and neighbouring countries by
facilitating their interaction, understanding and appreciation of each other
’s predicaments, values and resources.

Viehzüchter aus dem Sahel besuchen Milchbauern in der Schweiz. Das Aufeinandertreffen
von zwei unterschiedlichen Welten führt zu Begegnungen, die zum Nachdenken
anregen und die eine Fortsetzung im Sahel finden. Die DVD bietet zahlreiche

DVD: Rencontres sur la voie lactée
En été 1999 des éleveurs du Sahel visitent leurs confrères
en Suisse et discutent avec eux sur les animaux, le lait, la globalisation,
leur vision du monde. De ces entretiens, il en résulte un film documentaire
extraordinaire sur les différences et les similitudes interculturelles
de la perception du monde des éleveurs traditionnels et modernes. Plus
tard les paysans suisses participent à la présentation du film
« Rencontres sur la voie lactée » au Burkina Faso. Pendant
ce voyage, le documentaire « Ami Amadou » est réalisé,
et les « Rencontres sur la voie lactée » en Suisse trouvent
ainsi une suite au Burkina. Le nouveau DVD contient les deux films, des enregistrements
musicaux et des photos. En plus il contient une documentation de textes explicatifs
qui se prête pour l’enseignement à travers des exemples de
leçons.

Ethiopia: Karayu pastoralists call for government to ensure cultural survival
Ethiopia's Karayu pastoralists have called upon the government to step up its
efforts to assist them and protect their rights in consultation with community
representatives. The Karayu have lost much of their pastoral lands to commercial
farming interests, agro-industry and for use as nature parks and game reserves,
leaving their traditional nomadic livelihoods threatened and offering them little
alternative means of survival. Representatives have called for a share in new
opportunities and for efforts to ensure the possibility to continue traditional
practices and pastoralists lifestyles.

Global Pastoral Programme
A formulation workshop in conjunction with the Global Pastoral Programme was
held in Nairobi, Kenya from 19 - 23 April 2004. The purpose of the event was
to design a partnership and programme to build momentum for greater recognition
of the need for sustainable pastoral development.

TERRA MADRE - A World Meeting of Food
Communities
In collaboration with the Italian Ministry for Agricultural Policies, the
Piedmont Regional Authority and the Turin City Council, Slow Food (http://www.slowfood.com)
is organizing Terra Madre – World Meeting of Food Communities (October20-23),
which will bring together producers and other people involved in the agrifood
sector throughout the world. The purpose of the meeting is to explore a new
and different way of considering food production, an approach attentive to
environmental resources, global balance, product quality, workplace conditions
and consumer health. The main focus of the meeting will be on food communities.
This new concept, “Food Communities”, refers to an extended chain,
from small farmers to traders, and is the event’s central theme. The
first stage will focus on issues of concern to all food producers today: biodiversity,
hunger, poverty, water, sustainability, traditional technologies, organic
agriculture, the role of women, the linkage between rural economic development
and prevention of conflicts. All discussions will be conducted in a spirit
of constructive proposal, not criticism, by presenting case studies illustrating
exemplary solutions. The second stage of discussions will be in the form of
workshops dedicated to individual productions – rice, maize, coffee,
wheat, tubers, fishing, breeding etc. The meeting aims to bring together representatives
of food communities from around the world. The communities – of significance
due to the quality and sustainability of their production – will be
provided with a place and a time for presentation and discussion of positive
solutions to common problems in various countries.

les Communautés Nourricières
À Terra Madre, les représentants d’un modèle durable
de production et de distribution de la nourriture se rencontreront : ils parleront
d’un modèle attentif aux ressources de l’environnement,
aux équilibres planétaires, à la qualité des produits,
de la vie et du travail. Cinq mille personnes provenant du monde entier seront
les représentantes des “Communautés Nourricières”,
formées de tous les acteurs travaillant dans le secteur agroalimentaire,
de la production des matières premières à la promotion
des produits finis et l’information des consommateurs. Terra Madre cherche
à redécouvrir le fil invisible qui relie toutes les compétences
associées à l’alimentation : du sélectionneur de
semences de blé au cultivateur, en passant par le boulanger et le détaillant.
À Terra Madre, les Communautés Nourricières, travaillant
dans l’agriculture, la pêche, l’élevage et les économies
de récolte de la nourriture pourront faire connaissance et partager
savoirs, témoignages et solutions élaborés au niveau
local mais pouvant être reproduits dans d’autres contextes.

TERRA MADRE - Welttreffen der Lebensmittelgemeinschaften
Eine Landwirtschafts- und Lebensmittelerzeugung, die sich von der industriellen,
nur auf Mengen und Gewinne konzentrierten Produktion unterscheidet, ist nicht
nur möglich, sondern existiert auch schon – dank eines ausgedehnten
Netzes von Menschen und Gruppen, die allerdings nur selten die Mittel haben,
um die Qualität ihrer Erfahrungen zu kommunizieren. Bei Terra Madre treffen
sich die VertreterInnen eines nachhaltigen Erzeugungs- und Vertriebsmodells
für Lebensmittel: ein Modell, das Rücksicht auf Umweltressourcen,
auf das Gleichgewicht auf unserem Planeten, auf die Produkt-, Lebens- und
Arbeitsqualität nimmt. 5000 Menschen aus der ganzen Welt werden die “Lebensmittelgemeinschaften”
vertreten: Menschen, die im Landwirtschafts- und Lebensmittelsektor arbeiten,
was ausgehend von der Erzeugung der Rohstoffe bis zur Förderung der Endprodukte
und zur Information der Verbraucher die ganze Kette umfasst. Terra Madre will
versuchen, den unsichtbaren Faden wiederzufinden, der alle Arbeitsbereiche
in Verbindung mit Lebensmitteln verknüpft, vom Prüfer der Kornsaaten
über den Bauern zum Bäcker und schließlich bis hin zum Händler.
Die Lebensmittelgemeinschaften, die in der Landwirtschaft, Fischerei, Viehzucht
und den Betrieben zur Sammlung der Lebensmittel beschäftigt sind, können
sich bei Terra Madre kennen lernen, Wissen austauschen, Zeugnisse und Lösungen
mitteilen, die im lokal Kontext entwickelt wurden, aber in anderen Situationen
wiederholbar sind.

Atelier de formation en gestion alternative
des conflits
La session de formation AGED s’adresse aux partenaires au développement
(ONG,
projets, associations, collectivités locales, services techniques…)
utilisant les approches participatives dans la mise en œuvre de leurs programmes
et projets. L’objectif de l’atelier est de développer les
capacités des participants en matière de gestion alternative des
conflits (GAC) liés aux ressources naturelles. À la fin de la
formation, les participants :
- maîtrisent les mécanismes et outils de gestion alternative des
conflits
- connaissent les bases conceptuelles de la GAC
- se familiarisent avec les instruments et outils de travail en situation réelle
- connaissent les étapes clés d’un processus de GAC, les
fondements d’une négociation consensuelle, les techniques d’animation
selon les groupes et leurs spécificités.
L’atelier aura lieu à Dori du 15 au 24 Novembre 2004.

À qui le droit ?
Atelier régional sur les conflits autour de l’utilisation et la
gestion des ressources agricoles et pastorales en Afrique de l’Ouest et
Centrale Du Sénégal à l'Uganda et au Kenya, les éleveurs
mobiles et les cultivateurs sédentaires doivent se partager les ressources
limitées du sol, de l'eau et des fourrages. Cependant, au cours de ces
dernières décennies, cette coexistence est devenue plus fragile
et plus conflictuelle. Ces conflits entre agriculteurs et éleveurs sont
l’objet des travaux des programmes ZFD (Ziviler Friedensdienst) de la
coopération allemande au Niger (EIRENE et DED), au Tchad (EIRENE) et
en Uganda (AGEH). Pourtant, il n'y a jusqu'ici pas d'échange régulier
entre les collaborateurs des organisations partenaires associées à
ces projets dans les différents pays. L’objectif de l’atelier
est l’échange d’expérience sur l’identification
des problèmes et sur les approches de la gestion non-violente des conflits.

Film: Q Begegnungen auf der Milchstrasse
‹Q› zeigt drei Viehzüchter und Milchhändler aus Mali und
Burkina Faso auf ihrer Reise in die Schweiz, wo sie mit ihren Berufskollegen,
zwei Milchbauern im Seeland und einem Käsereiunternehmer im Berner Oberland,
zusammentreffen. Zurück in ihrer Heimat berichten sie ihren Freunden und
Nachbarn von ihren Reise-erfahrungen. Der Film handelt von Wahrnehmungen, die
sich in ihrer Verschiedenheit gerade wieder ähnlich sind. So können
sich der Burkinabé Dicko und der Seeländer Grossbauer Heimberg zwar
nicht darüber einigen, was Fortschritt sei, aber als erfolgreiche Agrarunternehmer
finden beide gleichwohl einen Draht zueinander. Heimberg und der Biobauer Hurter
aus dem Neuenburgischen wiederum spielen ähnlich virtuos auf der Klaviatur
des kapitalistischen Agrarmarktes, unterscheiden sich aber in ihrer Haltung
zum Vieh und zur Viehwirtschaft. Hurter und der Afrikaner Ly schliesslich räsonieren
unterschiedlich über die Verwandtschaft des Menschen mit der Kuh, finden
sich jedoch im gleichen Diskurs über die Seele des Tieres. Der Film beginnt
mit den unterschiedlichen Wahrnehmungen, die Schweizer von Afrika und Afrikaner
von Europa haben. Darauf folgen lose miteinander verknüpfte Themenstränge:
Das Verhältnis zwischen Mensch und Vieh; die Kuh als Trägerin gesellschaftlicher
Projektionen; Ansichten über die gute Viehhaltung; die Arbeit des Melkers
und die Verarbeitung der Milchprodukte; Diskussionen über Milchmengen,
Zucht und künstliche Besamung; Ernährung und Wasser; Markt und Globalisierung.

Film: Encounters on the Milky Way
Snow-capped mountains veiled in a light haze, blue skies, rich meadows, fat
cows. Cowbells are ringing. A man is sitting on a rock, trying to attract the
animal silently to him. The picture could result kitschy if it weren't for the
fact that the herdsman is a Fulani from Burkina Faso, wearing a turban to protect
him from the cold. This image is about midway of the film Encounters on the
Milky Way and shows in a poetic way what it is about: It is about people who
find the familiar in the unfamiliar and sometimes also the unfamiliar in the
familiar. " Encounters on the Milky Way" shows three cattle breeders
from Mali and Burkina Faso during their trip to Switzerland where they meet
with two dairy farmers from the Swiss Lake District and a cheese manufacturer
in the Berne's Oberland. Back in their homeland, they tell their friends and
neighbours about their experiences.
The film begins with the different impressions of the Swiss about Africa and
the Africans about Switzerland. This is followed by loosely connected subjects:
The relationship between men and animal; the cow as bearer of social projections;
opinions about good cattle breeding. The work of the shepherd and the manufacturing
of the milk products; discussions about the quantity of milk, breeding and artificial
insemination; feeding and water; market and globalisation.

Participatory Monitoring and Evaluation
(PM&E) with pastoralists
A review of experiences and annotated bibliography by Wolfgang Bayer and Ann
Waters-Bayer, Göttingen: Sierke Verlag. 2002. 90 pp. As a follow-up to
the booklet Planning with Pastoralists: PRA and more (French version: Planification
avec des Pasteurs: MARP et au-delà) in the mid-90s, Wolfgang Bayer and
Ann Waters-Bayer have collected and analysed experiences in participatory monitoring
and evaluation (PM&E) with pastoralists. This joint publication of GTZ (Germany)
and ETC Ecoculture (The Netherlands) is based on a review of published and "grey"
literature, communications with people and agencies working with pastoralists
and the authors' field experiences, mainly in Africa. It includes attention
to building multi-stakeholder platforms for planning, implementing and assessing
natural resource management, in which special efforts must be made to include
mobile livestock-keepers. The analytical review is followed by an annotated
bibliography of 75 documents and a list of key electronic information sources
on pastoralism.

Pastoralists under Pressure?
Fulani Societies Confronting Change in West Africa.
This book brings together the work of a number of leading specialists of the
Fulbe (Fulani, Peul), the largest and most widespread group of pastoralists
in West Africa. The collection deals with a wide variety of subjects, ranging
from ethnocide and identity, ecology and politics, and social transformation
and takes us to such diverse settings across the African continent as urban
Nigeria, dryland West and Central Mali, the Aadamaawa plateau in Cameroon, the
Guinean highlands, the Ivorian savannah, the Central Sudan, Northern Benin and
the Senegal valley. This volume shows that the Fulani are a fascinating example
for the comparative study of social change, and ecological and cultural adaptation
by discussing contemporary changes in Fulani society and the amazing variety
of settings in which they are able to survive.

ITDG- Intermediate Technology Development
Group
ITDG is an international non-governmental organisation (NGO). In an increasingly
divided and fragile world, ITDG – the Intermediate Technology Development
Group – aims to demonstrate and advocate the sustainable use of technology
to reduce poverty in developing countries. ITDG was founded in 1966 by the radical
economist Dr EF Schumacher to prove that his philosophy of ‘Small is Beautiful’
could bring real and sustainable improvements to people’s lives. ITDG
has a unique approach to development and does not start with technology, but
with people. The tools may be simple or sophisticated – but to provide
long-term, appropriate and practical answers, they must be firmly in the hands

LEAD
LEAD - L'initiative Élevage, environnement et développement, ou
initiative LEAD (pour Livestock, Environment And Development) est un projet
inter-institutionnel dont le secrétariat est à la FAO. Les travaux
de cette initiative ont pour objectif de protéger et de renforcer les
ressources naturelles affectées par l'élevage tout en réduisant
la pauvreté. Des travaux précédents de LEAD ont identifié,
à l'échelle mondiale, les conséquences de la pression croissante
sur les systèmes de pâturage et d'exploitation mixte ainsi que
les dangers d'un passage à un mode de production industrielle. Ces travaux
ont ainsi mis en relief l'interaction étroite et complexe qui existe
entre les politiques gouvernementales et l'impact de l'élevage sur l'environnement.
LEAD juge important d’améliorer la communication sur ce sujet en
mettant en place un Centre Virtuel pour la Recherche et le Développement
des interactions élevage-environnement. Le Centre Virtuel intervient
à la fois à l'échelle mondiale (à partir de la FAO
à Rome) et à travers des plates-formes en français et en
espagnol.

LEAD
The LEAD (Livestock, Environment And Development) Initiative is an inter-institutional
project with the secretariat in FAO. LEAD is supported by World Bank, EU, France,
Germany, United Kingdom, USA, Denmark, Switzerland, and the Food and Agriculture
Organization of the United Nations (FAO). The work of the Initiative targets
at the protection and enhancement of natural resources as affected by livestock
production while alleviating poverty. Earlier work of LEAD has identified, at
a global scale, the consequences of increased pressure on grazing and mixed
farming systems and the dangers of the shift to industrial modes of production.
It has highlighted the close and complex interaction between government policies
and the environmental impact of livestock production, and identified a large
number of technologies which are available to mitigate the negative effects
in all different production modes, provided the appropriate policy framework
is in place. LEAD improves communication by establishing the Virtual Centre
for Research and Development in Livestock Environment Interaction. The Virtual
Centre operates both globally (based at FAO, Rome) and through French and Spanish
speaking language platform.

Minority Rights Group International
Minority Rights Group International (MRG) is a non-governmental organization
working to secure the rights of ethnic, religious and linguistic minorities
and indigenous peoples worldwide, and to promote cooperation and understanding
between communities. MRG has been working with and on behalf of non-dominant
ethnic, religious and linguistic communities for over 30 years. We listen to
minorities and indigenous peoples to avoid prescriptive and patronizing approaches,
and have some 130 partners in some 60 countries. In our work we recognize that
factors such as age, class, disability and gender can further marginalize members
of certain groups and communities. We work within a clear framework of international
standards in a non-partisan way, and seek to persuade decision-makers and communities
of the need for long-term, sustainable change. MRG also seeks to raise awareness
